The Death and Life of Great American Cities by Jane Jacobs
If you read no other books on the subject, Jane Jacob’s book is the classic. It is not the easiest read, but this is the book that setup the modern urbanist movement.
The Origins of the Urban Crisis by Thomas J. Sugrue
Thomas Sugrue lays out th issues that led to urban decay. He does not try to provide solutions, but explains the history very well.
